These verdicts apply to an international-to-international connection on a single booking, without changing airports. Separate tickets, an airport change or a domestic onward flight mean crossing the border: entry rules then apply.
Exemptions exist: in the Schengen area, holders of certain visas or residence permits (Schengen, US, Canada, Japan…) are often exempt; in the UK, holders of a visa or residence permit for Australia, Canada, New Zealand, the US or the EEA.
